[摘 要]当今中国依然是发展中国家,产业化没有真正完成,城市化步履蹒跚,城市化的品质和城市发展存在诸多问题或不足,在今后相当长的时期城市化仍然是走出中等收入陷阱的重要抓手.中国进一步的城市化要赋予新型城市化的战略内涵,精益城市化将是中国新型城市化实践的重大战略抉择.充分认识城市和城市化,精益城市化是中国所有公民最大最全面的生产实践活动,考验着中国的全面创新能力和可持续创新型国家发展的决心.精益城市化和精益城市建设是超复杂的巨系统工程,包括精益城市化的组织协同、精益城市化计分卡、精益城市化战略组织、精益城市化战略地图、精益城市化资料信息基础、精益城市化方法论和精益城市化系统工程等等.

Taking the road of essential urbanization： the important strategic choice
of China’s new urbanization

Abstract：On the way of development, industrialization is still on its way and urbanization is faltering. There are many problems existing in the quality of urbanization and the development of the city. So in quite a long time, urbanization is the key to come out of the trap of middle-income. Further urbanization in China should be given a new connotation to new-style urbanization, and the essential urbanization should be the important strategic choice in the practice of China’s new urbanization. After understanding the connotation of the city and the urbanization, essential urbanization is the largest and the most comprehensive production practice for all citizens in China, and it also tests the ability of innovation and the determination of development in China. Essential urbanization and essential urban construction are the complicated and huge system engineering themselves, including the organization and the coordination of essential urbanization, the balanced scorecard of essential urbanization, the strategic organization of essential urbanization, strategic map of essential urbanization, the data base of essential urbanization, the methodology of essential urbanization and the system engineering of urbanization.

一、引言
城市是人类文明的集中体现,产业化和城市化是人类社会现代文明发展的两个轮子.中华人民共和国已经成立60多年,其城市化在前30年波折起伏,在相当长一段时间甚至走了回头路.而改革开放后的30多年的城市化既有野蛮的、粗放的生长,也受到不合理理念、体制机制的影响,使得城市化的发展没有为社会经济的协调发展真正带来助力,产生了系列的经济社会发展问题.改革开放20多年时还有声音在呼吁“农民真苦,农村真穷,农业真危险.”现在改革开放已30多年,这“三真”问题在农村还不同程度地存在着.中国的城市居住人口和城市人口是两个概念,2010年人口第六次普查结果显示,在城市的农村人口有2.2亿,2015年,在城市的农村人口的增加数据没见到准确的统计,笔者认为可能在2.5亿～2.6亿之间.严格来讲,这些农民工带动了城市的发展,为城市输入了新鲜的血液,农民工流入量最大的行政区域也是从农民工身上获得利益最多的地方.比如在首都北京,不仅仅农民工,甚至很多受过较好教育的高层次人士,也是没有北京户口的,他们受到的剥削可能会更多.在几乎完全计划经济的时代,农村农民给城市和发达地区补贴,据说从解放后到20世纪70年代末,累计约7000亿元人民币,以今天的价值计算约70万亿元人民币不止.
