摘 要：本文通过对绿色发展概念的分析,阐述河南省绿色发展的现状以及存在的主要问题：绿色发展理念尚未形成,公众意识淡薄；缺乏相应的法律法规和监管监督措施；绿色发展的经济体制尚未建立,科技创新能力不足,资金短缺等.针对以上问题提出新时代河南省绿色发展的创新体系,即：建立以政府管理为主,企业管理为辅的绿色管理体系；建立以服务业为引领的第三产业为主,第一、二产业为辅的绿色产业发展体系；建立以社会公众监督为主,政府监督为辅的绿色监督体系；建立以道德自律为主,行政法律法规他律为辅的绿色思想观念形成体系；建立处于领先地位的环保技术研发体系.通过以上五大体系的建立,基本明确了河南省绿色发展创新体系的总体目标.

Research on the Innovation System of Green Development in Henan

Abstract： Through analysis of the concept of green development, this paper expounded the current situation of green development in Henan Province and its main problems, such as the green development concept has not been formed, the public consciousness is weak； the corresponding laws and regulations and supervision measures are lacking； the economic system of green development has not yet been established and the ability of scientific and technological innovation is insufficient, and the shortage of funds, etc. In view of the above problems, the innovation system of green development in Henan Province in the new era was put forward, that is, the establishment of green management system mainly based on government management and enterprise management as the supplement； the establishment of green industry development system mainly based on the third industry led by the service industry, and the first, second industry as the auxiliary； the establishment of green supervision system mainly based on the social public supervision and assisted by the government supervision； the establishment of green ideology system formed mainly based on the moral self-discipline, and supplemented by heteronomy of administrative laws and regulations, and the establishment of environmental friendly technology R & D system in the leading position. Through the establishment of the above five systems, the overall goal of Henan green development innovation system is basically defined.

1 綠色发展的概念解析
绿色发展的理念在我国传统文化的儒家思想和道家思想中都有体现,并贯穿于我国社会发展的各个阶段,尤其是在党的十九大报告中提出的“创新、协调、绿色、开放、共享”五大发展理念,首次将绿色发展作为国家的主要发展趋势.国际上最早关注绿色理念的是奥尔多·利奥波德,他是美国环境保护运动中一个里程碑式的人物,第一次从*的角度提出人和自然关系的标准,在1972—1992年的各类环境保护与发展会议上提出“绿色发展以及可持续发展”的新思维和新方法.至此,“绿色发展”逐渐被运用到经济、政治、文化等各个方面,其已成为国际发展的大趋势.
国内主要研究第一人胡鞍钢最新观点认为,绿色发展观是强调经济、社会、自然的系统协调性的第二代可持续发展观；黄志斌和姚灿等人（2015）认为,绿色发展是在资源承载力与生态环境容量的约束条件下,通过实践活动达到经济、社会、生态协调发展的过程；蒋南平和向仁康（2013）认为,绿色发展的实质及内涵,应该定义在经济社会适度发展、人与自然和谐相处等理念的基础上；王玲玲和张艳国（2012）认为,绿色发展是通过保护自然环境,实现可持续科学发展的新型的发展模式和生态发展理念；马洪波（2011）认为,绿色发展是对循环经济、绿色经济、可持续发展、低碳经济等词汇的综合归纳和高度概括.党的十九大报告提出“创新、协调、绿色、开放、共享”的发展理念,认为绿色发展是建设资源节约型、环境友好型社会,形成人与自然和谐发展的现代化建设新格局.伴随着绿色发展,与之相关的一系列绿色词汇出现,如：绿色经济、循环发展、低碳发展随之出现,绿色发展针对生态危机和环境危机,旨在建设环境友好型社会；循环发展针对资源危机,旨在建设资源节约型社会；低碳发展针对气候危机和能源危机,旨在建设气候舒适型社会[2].从以上内容可以看出,绿色发展既要求生态建设和环境保护,又要求资源节约和高效利用,是其他经济发展方式的综合体现.
