[摘 要]国家治理体系和治理能力现代化思想极具鲜明的系统性特征、突出的时代性特色和浓郁的民族特性,其丰富的思想内容不仅凝结在经济体制改革、政治体制改革、文化体制改革、社会体制改革和生态文明体制改革“五位一体”的推进中国特色社会主义事业总体布局的主体架构里,还集中体现在全面建成小康社会、全面深化改革、全面依法治国、全面从严治党“四个全面”的推进中国特色社会主义事业的战略布局中.只有将国家治理体系和治理能力现代化思想置于“五位一体”的总体布局和“四个全面”的战略布局中,才能更全面、更深刻地理解治国理政的一系列新理念、新思想、新战略.

On Xi Jinping’s modernization thoughts of national governance system and national governance capability

Abstract：The modernization thoughts of Xi Jinping’s national governance system and national governance capability are characterized by its distinctive systemic features, outstanding characteristics of times and strong national character, its rich ideological content not only congeals in the economic system reform, political reform, the reform of cultural system, social system reform and the main body structure in which the ecological civilization system reform of the “five-in-one” promotes the cause of socialism with Chinese characteristics in the overall layout, but also embodies in the strategic layout to build a well-off society in an all-round way, comprehensively deepen reform, run the country in accordance with the law, and comprehensively tighten the party’s “four comprehensive” to promote the socialism cause with Chinese characteristics. And only the modernization thoughts of Xi Jinping’s governance system and governance capability is placed in the overall layout of the “five-in-one” and the strategic layout of “four comprehensive” can we understand his new ideas, new thoughts and new strategy of national governance in a more comprehensive and profound manner.

十八大提出“全面建成小康社会,必须以更大的政治勇气和智慧,不失时机深化重要领域改革,坚决破除一切妨碍科学发展的思想观念和体制机制弊端,构建系统完备、科學规范、运行有效的制度体系,使各方面制度更加成熟更加定型”[1],在此基础上,十八届三中全会通过的《关于全面深化改革若干重大问题的决定》进一步明确提出了“完善和发展中国特色社会主义制度,推进国家治理体系和治理能力现代化”[2]的全面深化改革总目标.对国家治理体系和治理能力现代化的历史渊源、丰富内涵、目标任务、重要意义及其路径措施等进行了深刻阐述,构成了系统完备的中国特色国家治理体系和治理能力现代化思想.该思想既具有鲜明特色和丰富内涵,又有切实可行的实践路径.因而,深入学习领会国家治理体系和治理能力现代化思想,完整准确把握其精神实质,对推动中国特色社会主义事业进一步深入健康发展,完成“两个一百年”的奋斗目标,实现中华民族伟大复兴的中国梦具有十分重要的意义.
